Proverbs provides moral instructions on how to live according to Godly wisdom. It is a contrast of a foolish person who ignores God and a wise person who loves God and applies His wisdom to life. Folly (gossip, pride, lust, fear, dishonesty, arrogance, deceit, etc.) is everything opposite of wisdom (faithful, moral, trustworthy, hopeful, humble, self-control, integrity, etc.).
